To act as the nominated group Compliance Officer in Singapore.
To promote legal and regulatory compliance in Singapore and take overall responsibility for compliance matters.
To ensure the group complies with all applicable AML/CFT/CPF and sanctions obligations relating to group entities in Singapore.
To develop and maintain effective relationships with key stakeholders including group entities, the Monetary Authority of Singapore, the Accounting and Corporate Regulatory Authority, and the Suspicious Transactions Reporting Office.
To attend Board meetings for each group entity, contributing professional expertise as the compliance subject matter expert.
To review management information in advance of meetings and contribute fully and meaningfully to discussions.
To stay abreast of applicable legal and regulatory changes and promptly inform the Board of Directors of relevant developments.
To maintain the group’s Singapore business risk assessment(s).
To identify, draft and update internal policies, procedures and controls relating to regulatory compliance.
To advise and train directors, staff and contractors on developing and implementing internal policies, procedures and controls.
To carry out, or oversee the carrying out of, ongoing monitoring of all internal controls implemented by the group’s operating companies in Singapore and report findings to the board of directors.
When the group has a licensed trust company, to ensure the group complies with all applicable obligations relating to licensed trust companies in Singapore.
To stay apprised of Singapore’s National Risk Assessment(s) and AML/CFT/CPF strategy.
To stay apprised of trends in money laundering and the financing of terrorism and proliferation within Singapore and the wider region.
To prepare detailed AML/CFT/CPF compliance reports for consideration and discussion during scheduled meetings of the Board of Directors by agreed deadlines.
To ensure a prompt and appropriate reaction to any matter in which ML/TF/CPF is suspected.
To make suspicious transaction reports to the Suspicious Transaction Reporting Office in Singapore.
To stay aware of changes to Singapore’s sanctions regime and ensure all automated screening is kept up to date.
To report at least quarterly to the Board of Directors on key risk management and control issues, remedial actions arising from audit, inspection and compliance reviews, and progress against agreed actions.
To attend meetings of the New Business Committee and provide advice to the other members regarding our AML/CFT/CPF obligations when we consider whether to accept new business.
To foster effective teamwork between the Board of Directors and group staff.
Experience & Qualifications
Recognised degree in related field (eg. law, finance or economics) or equivalent combination of education and experience.
A minimum of 10 years’ proven experience in a similar role.
A minimum of 5 years’ experience at senior management level within the trust services sector in Singapore.
Experience establishing and maintaining positive working relationships with key stakeholders, including regulators and senior management.
Demonstrable knowledge of relevant areas of Singapore law and regulation (including Trust Companies Act 2005 and regulations, Corporate Service Providers Act 2024 and regulations, Personal Data Protection Act 2012, Prevention of Corruption Act 1960 and the Corruption, Drug Trafficking and Other Serious Crimes (Confiscation Of Benefits) Act 1992).
